Founded in 1999 in Gliwice as a local development agency, GAPR is a business support organisation owned mainly by the City of Gliwice. It supports micro, small and medium enterprises across the Silesian Voivodeship through consulting, training, EU funding advice, a loan fund and investor services, and manages business incubators, industrial parks and investment land. It coordinates the MedSilesia medical devices cluster.
